The only remotely scary one I know of is doom 3. And it only freaks you out when the monsters pop up from nowhere. Its not really "scary" but it will make you jump if your not ready lol.

If you want a scary game, play Dino Crisis on the PS1. That game scared the hell out of me when I played it when I was like 13 LOL.

you start as a cop in a apartment building and try to kill any druggies

If you talking about for the 360 then i'd recommend either condemned 1 or 2, they are both gritty and have some real jump moments.
