The following is only suggestions. I have no idea of how you want the site run, or what you want it to become. As I said in another thread, I do like this site and believe it has the potential to become a great chat forum.
If what I suggest is'nt what you want, please feel free to ignore it, just don't ban me :D.
This site has a lot of games, and people are coming here to play them, problem is they are'nt posting on the forum, so it looks like the site is'nt growing (though the total member count is getting bigger and bigger).
The question is why?
In my opinion, the idea you had at the start about people having to post a certain number of times, before they can access the games is a good one. It's perfectly Ok, to require members to contribute something, even if its only a few minutes of their time, to access the games that are being provided for them free of charge. Yes, I escaped this, because that feature was not working, or turned off, but would have had no problem with fufulling such a requirement.
The only problem with this, is the god awful amount of spam thats on the forum at the moment. There are still new members who think they have to post 10 posts worth of meaningless rubbish, before playing. Because the forum is, or seems to be (to me anyway), unmoderated means they can post what they want, where they want. It makes it hard to find the good topics and posts, though thats been easier lately, because there have only been a few of us posting.
I do believe thats one of the things that puts new members off posting. They take one look at the threads on offer (and this comes from a couple of people I know and speak to on IRC), and quickly lose interest. One of them asked me why I bother putting any threads up here, when they are just ignored or spammed (at the time, I only had the one thread). I have a lot of thread ideas for here, but don't want to put them up, because 1-spam and 2-I don't want a whole heap of theads with my name on them (would look a bit over the top:)). Another thing that stops me is flaming/insults. A classic example of this is tinks I love you poem in the Announcements forum (wrong forum for it, but I won't nag about that:)). That is a nice poem, and I like it, what I don't like are some of the responses she/he has had for it. I don't know if tink still frequents the site, but if I was her/him, and read those insults, it would probably put me off posting.

Part two of post above

So basically my suggestions are as follows
Introduce and post prominatly some basic rules, for example against spam, flaming, insults, etc, and enforce them. I am not suggesting you turn the forum into a police state though, just enough to keep it spam free and protect other members from troublemakers.
Reindroduce the 10 posts before playing rule, but moderate the forum so only good posts that are actually worth reading stay up, any crap is deleted. If spammers constantly have to repost to play (because deleted posts keep putting their total under 10), they will learn the difference between good posts and spam pretty fast. As the good posting increases, so will interest in the forum, because people will want to come back and see what others think of what they wrote. Good threads and a growing community will follow.
Hold off adding anymore new games until the forum picks up a bit. Its totally unfair for us to expect you to constantly give us more and more, when we are'nt giving anything back.
You asked what we wanted here, and for suggestions, hope this gives you some ideas.
Like I said at the start of the post though, if this is totally against what you want the site to be, ignore it, don't ban me :D:D

Ark....what about more threads/forums. You think we need more?

I have been thinking about that too.
Threads, yes, if only to replace the ones I deleted. Have had some ideas about that.

I have two highscores in the arcade at the moment (well I did the last time I looked:D), and neither game has a thread, so I will start threads on each of them in Arcade chat.

What do you think of forum games, like the Simple life RPG?

We can start some one word connection games, eg cities town, animals, kitchen items etc - each person puts in answer that starts with the last letter of the previous answer.
They are a bit spammy (only requiring one word), but are a good way to get people new and or nervous about posting to post. Once we get a decent number of people posting regularly, they can be phased out in favor of games that require more thinking ;).

Trivia games (geography and history for example), and games like my favorite from Olgames.nu, The evil genie (grants every wish, but always with an evil catch) would be good too.

If you have no problem with these type of threads, we can start some and see how they go. If they become populour and start to overwhelm the Off topic forum, you can give them their own forum, but I don't see the need for that now. Maybe later.

Can't think of anything else at the moment, will add later if I do:)

Just an idea... dont even know if you can do it or not... but how about having a big challenge for a game happening over approx 24 hours. It could involve anyone who wanted to play and have a limit on the time the challenge is open and how many times you can play. You could announce the challenges in advance so people know when to play. It might encourage people not only to try the challenge but to come to this site to practice.
