To answer the original question, no I don't think Ipswich are the best team because Chelsea are :D.

As for the town I can't comment on that because the only Ipswich I know anything about is the largish town just outside Brisbane that is destined to become a suburb in another 5 to 10 years.

Ipswich are one of the best as they are in playoff places. Sunderland are the champions so they are the best in that league. Although they will probably come straight back down.
